Mismanagement and Corruption; AU Vice president resigns

 

The vice-presidency of the Economic, Social and Cultural Council of the African Union Amalkher Djibrine souleymane has officially resigned her position at the AU stating mismanagement and irregular practices as some of her reasons.

Dear Members of African Civil Society Organizations;

Dear Africans;

I come through this publication to announce my resignation from the Vice-Presidency of ECOSOCC of the African Union. It is after several attempts to defend your vision, that of a Union of African Peoples and especially after having tried without success to correct the structural dysfunctions within our organ that I decided to shorten the mandate that you confided in December 2018. I must therefore report to you on this heavy decision that I took reluctantly.

Faced with the contemptuous refusal of the African Union Commission to call to order the Administrative Secretariat of ECOSOCC, which is creating dysfunctions within the organ by arrogating to itself powers that are not its own, despite the injunctions of AU member countries, the deprivation of elected members of the organ of their right to decide the fate of the organ;

Faced with the poor administrative and budgetary management of the programs allocated to ECOSOCC by the Member States of the African Union, the organization of activities not approved by the elected Bureau of the body, the deliberate refusal of the Administrative Secretariat to account of activities organized without the agreement approval of the Presidency of the organization and non-compliance with regulatory frameworks;

Finally, faced with the suspension of certain members of the elected Bureau of ECOSOCC by the Presidency of the African Union Commission outside of any regulatory framework and without having compared the versions of the parties and without waiting for the General Assembly which is the body empowered to deliberate on this case;

And especially after having tried on several occasions to seize the organs of the African Union concerned by this situation which creates dysfunctions and conflicts of interest within ECOSOCC and after having protested through diplomatic channels, I have decided to abandon the apron and get away from all these shenanigans contrary to the ideals of the founding fathers of the African Union.

Furthermore, to confirm or refute the reasons we have mentioned above, we suggest to the current Chairman of the African Union, His Excellency MAKI SALL to whom we addressed our letter of resignation, to:

- Launch an independent investigation aimed at determining responsibility and identifying the causes of malfunctions as recommended by certain Member States at the February 2022 summit;

- Explore the possibility for African Union Organs such as ECOSOCC to recruit their own staff to whom they are instructed and accountable;

African civil society deserves better than playing the part. When the time comes, we will hold a press briefing to provide an update on the vice-chairmanship of the AU COSOCC.
